He said Panchayats have an important role because they work directly with people in rural areas. The Rs 525 crore allocation is expected to support development work at the local level. Finance Commission grants to rural local bodies are meant to help Panchayati Raj institutions meet local needs and improve basic services. The Union government has also released Finance Commission grants for rural local bodies in Assam during the 2025-26 financial year. In March 2026, the Ministry of Panchayati Raj said more than Rs 299 crore was released to Assam under the 15th Finance Commission. The amount included Rs 256.60 crore as the second instalment of untied grants and Rs 42.70 crore from a withheld part of an earlier instalment. What Will the Money Support?Finance Commission grants can help rural local bodies carry out development work based on local needs. Untied grants can be used for different local needs under subjects listed in the Eleventh Schedule of the Constitution. These funds cannot be used for salaries and other establishment costs. Tied grants are meant for basic services such as drinking water and sanitation. They can also support work related to rainwater harvesting, water recycling and keeping villages free from open defecation. The Assam government also has a dedicated programme for the 15th Finance Commission Grant through its Panchayat and Rural Development Department. The department's website was updated in September 2026.Why Are Panchayats Important?Panchayats are the local government bodies that work at the village and rural levels. They help plan and carry out many development activities. The Ministry of Panchayati Raj describes Panchayats as “Local Self Government”. The ministry also promotes decentralised planning through the Gram Panchayat Development Plan, or GPDP.This means that local bodies can identify the needs of their own areas and plan development work around them. For Assam, this can be important because the state has many rural communities spread across different districts. Local Panchayats can help ensure that development work is planned closer to the people.Government Push for Self-Reliant VillagesCM Sarma said the state government wants to promote self-reliance in villages. The focus is not only on giving funds but also on making local institutions stronger. The Chief Minister has previously spoken about improving governance and taking government services closer to people. In a September 2026 article, Sarma said his government was working towards a “Viksit Assam by 2047” and stressed the need for officials to remain connected with people on the ground. The latest announcement puts Panchayats at the centre of this local development approach.Finance Commission Funds and AssamFinance Commission grants are an important source of money for rural local bodies.
